When reviewing a firm's application, the SCA's assessment includes a thorough but timely evaluation of a variety of factors including, but not limited to:
- Experience (includes, but is not limited to, a minimum of 2 years in business and applicable references)
- Quality and timeliness of past performance
- Financial capability (when applicable)
- Reliability and responsibility
- Safety record
- Compliance with equal employment requirements including LBE (Locally Based Enterprise), MBE (Minority Business Enterprise) and WBE (Woman-owned Business Enterprise)
- Enrollment in New York Stated Department of Labor approved apprenticeship training programs for those trades in which an applicant seeks prequalification. (An exception to this requirement applies to firms that participate exclusively in the SCA's Mentor Program. However, if a firm seeks to employ apprentices, only apprentices registered with the New York State Department of Labor pursuant to their registration and the law may be employed. The prevailing wage Schedule 220 published by the Office of the Comptroller of the City of New York provides the rates and ratios applicable to registered apprentices.

Getting Prequalified
To begin the prequalification process, firms are strongly encouraged to submit an
online prequalification application. If you are unable to submit electronically, contact the Contractor Qualification Hotline at 718-472-8777 for further information. Once you are officially notified that your firm has been prequalified, visit the

Vendor Access System
Doing business with the SCA has never been easier. Our online prequalification application offers the following features:
- It is a "smart" system – depending on your input, you'll be asked to provide ONLY the information that applies to you and your line of business – no wading through questions that don't apply to you!
- You don't have to finish an application in one sitting – once you register and set up your username and password, you can save your work and return to complete it at a later time that's convenient for you.
- As your company grows and changes, you can update your information online at any time.
- Online help is always available, and our Hot Line staff is only a phone call away (718-472-8777).
- A progress meter shows you how far along in a process/application you are.
- The navigation menu shows you where your application is incomplete and/or missing information.
- Upload supporting documentation when completing applications, or print a bar-coded cover sheet and fax them in.

Requalification
Firms are qualified for a period of three (3) years. Firms are strongly encouraged to re-qualify at least six (6) months before their qualification status expires. A firm's qualification is dynamic and subject to review. Should future events result in substantive changes in the information provided in the qualification application, the Contractor Qualification Unit must be notified immediately by contacting the contact the Contractor Qualification Hotline at 718-472-8777. Hours of operation are Monday - Friday 8:30am - 5:00pm.

Disqualified/Suspended/Ineligible Firms
