The Labor Law Compliance Management System (LCMS) is a web based application used to electronically collect, track, store and analyze Certified Payrolls for all contractors working on SCA projects. Employers are required by law to pay their employees prevailing wages and the LCMS system enables our Labor Law Compliance Division to effectively track non-compliance.
For our contractors, the system allows for manual entry of data or weekly feeds via a customized interface from most payroll systems such as CompuPay, Timberline, etc. LCMS is used by SCA subcontractors and general contractors, as well as SCA Construction Management, the Labor Law Compliance Division, the Business Development Division, the SCA Office of the Inspector General and the Division of School Facilities.
The SCA's IT Training Department provides scheduled courses for new LCMS users and refresher courses for those already familiar with the LCMS system.
