Owner Controlled Insurance Program (OCIP)

The OCIP is a centralized insurance, claims, and loss control program that covers the SCA and all eligible contractors and subcontractors of all tiers. Workers' Compensation and Employer's Liability, Commercial General Liability, Umbrella and Excess Liability, Contractors' Pollution Liability, and Builder's Risk coverage are provided on a project "wrap-up" basis for contractors and subcontractors of any tier, which have been properly enrolled, while performing construction work on SCA projects.

Process

All construction managers, general contractors and subcontractors working on SCA construction sites must be enrolled in the OCIP. To become enrolled, complete a Contractor's Request for Insurance Form. General Contractors/Construction Managers and WICKS subcontractors submit the Contractor's Request for Insurance Form with their bid packages/proposals. Subcontractors must complete a Subcontractor Approval Form and submit the accompanying Contractor's Request for Insurance Form which is found in the Vendor Access System (VAS). Upon approval in the VAS, the subcontractor will be enrolled in the OCIP.

Filing a Claim

To report a claim, forward appropriate documentation to Willis of NY, the OCIP administrator, via fax to 718-472-8770 or via email to Khem.Henry@willis.com or to Liberty Mutual Insurance Company by telephone to 800-362-0000 (24 hours/day) or by fax to 800-329-3297. If submitted directly to the insurance company, the employer should retain a copy for its file and submit one copy of each form to Willis of NY and the School Construction Authority's Project Officer and/or Construction Manager.

It is essential that all claims be thoroughly investigated by the Contractor, Safety Inspector and the insurance company. All available facts. evidence and information, including the names of witnesses, must be secured while such information is available.

If a contractor makes repairs or hires other contractors to make repairs when damage is caused to a third party, this does not in itself mean that the insurance company will reimburse the contractor for the cost of repairs. The policy provisions clearly state the contractor is not allowed to make voluntary repairs or payments until the insurance company has had sufficient time to evaluate the loss. By making repairs or making voluntary payments, the insurance company may find it difficult to evaluate the loss and may deny the claim.

Failure to promptly report an incident or a claim may be construed as LATE NOTICE and coverage for such claim may be denied.
