The New York City School Construction Authority is subject to the New York State Civil Service Law and oversight by the New York State Civil Service Commission, not the New York City Civil Service System. The NYC SCA is responsible for administering its own civil service system in accordance with applicable New York State laws.
All SCA positions are part of the Civil Service system. Positions in the competitive class require interested individuals to file and take a civil service examination and score high enough on the list to be reached for appointment.
